回复 :1963年春，东南沿海某地遇到特大干旱，县委决定在龙江大队堤外堵江抗旱。九龙江地势低，旱区地势高，如果筑起拦江大坝，挡住上游水流，逼江水改道，就可以把水送到旱区。龙江大队党支部书记江水英坚决执行县委指示，主动承担起最重任务，作了很大牺牲。而大队长李志田具有本位主义思想，不肯牺牲大队利益。这时，暗藏的阶级敌人黄国忠借机四处捣乱，破坏堵江抗旱，并利用李志田的弱点，企图关掉大坝闸门。江水英用舍己为人的共产主义思想和实际行动，耐心地帮助李志田转变了思想，又依靠群众揪出了黄国忠，揭露了黄国忠以前是欺压百姓的狗腿子的罪恶历史，并将他逮捕法办。龙江水终于送到了旱区，解救了九万亩受旱土地。第二年，后山各个生产队都获得了大丰收，龙江大队也补回了损失的粮食。
