影片讲述了藏族基层干部菊美多吉短暂，午夜但感人的一生。他出身于四川省藏区的基层干部，午夜虽然官职不大，但需要他担心的问题却不少，像牧民家的牛丢了，为当地修桥补路等在他人看来的“小事”,在他心中却是头等大事。而也正是由于过分操劳，使他患上了高血压等疾病，而这也没有能够耽误他为当地百姓服务，直至菊美在一次深入牧区的走访之后，因突发疾病，在睡梦中去世。
