一宗神秘的非法地下晶片交易大案引起了陆港两地警方的高度注意。为了迅速侦破此案，穿墙内地警察吴宗强被派遣香港与香港警察张志成展开合作。一次偶然的机会，穿墙张志成利用黑帮悍匪何成龙被抓，乔装成何成龙打入其组织内部，千方百计寻找晶片线索欲引蛇出洞，一举破获晶片交易案。在一次次智斗血拼中何成龙逐步确立了自己在组织中的地位，并深得黑帮老大千金丁妮妮爱慕，处处得宠，这一变化立刻引起了另一成员叶浩忠的妒意。为此，叶浩忠设连环计欲将其置之死地而后快……
